NYC specifics
Whether you need a permit depends on the structure. Ground-level paver patios with no roof and no attachment to the house generally do not require a DOB permit, though they must still respect lot coverage and rear-yard rules. Raised decks above a set height, decks attached to the building, and any roofed structure typically need a DOB Alt-2 filing with stamped drawings.
If your home sits in an LPC-designated historic district, exterior changes visible from the street can need Landmarks review. Properties in FEMA flood zones along the Queens shoreline carry added requirements for footings and materials below the design flood elevation.
