Plain English
New York City takes permits seriously. Structural changes, additions, basement legalizations, and most plumbing, gas, and electrical work require a Department of Buildings permit and licensed professionals. Cosmetic work, like paint, flooring, cabinetry, and like-for-like fixture swaps, usually does not. When in doubt, it is cheaper to file correctly than to fix a violation later.
