NYC specifics
A simple in-kind resurfacing inside your property line often needs no DOB permit, but the details matter in NYC. Any new or widened curb cut requires a DOT curb cut permit and approval, and the City limits how much of a front yard can be paved.
In low-density districts the Zoning Resolution restricts paving in the required front yard and may require planting or permeable area, so the layout has to respect FAR and yard rules. Work that touches the public sidewalk falls under DOT, and homes in mapped flood zones should plan grading and drainage with AE or VE flood elevations in mind.
